The court heard from prosecutor Sara Beddow that the 51-year-old had used threatening, abusive, or insulting words or behaviour with intent to cause a woman harassment, alarm, or distress in Craven Arms on October 20.
The case was sent for a pre-sentencing report to be carried out by the probation service and Gallagher, of Long Lane, Craven Arms, was released on unconditional bail ahead of her next hearing.
She will appear before magistrates in Telford next for sentencing on March 29.
