The court heard from prosecutor Eleanor Peart that the 22-year-old had used threatening, abusive, or insulting words or behaviour towards multiple members of the public in Worcester with intent to cause them to believe that immediate unlawful violence would be used against them or to provoke the immediate use of unlawful violence by them on February 18.
Matthews, of Kingsacre Drive, Tenbury Wells, was fined £511 for the offence, with magistrates saying that they had taken his guilty plea into account when deciding on the penalty.
He was also ordered to pay prosecution costs of £135 and a £204 victim surcharge, which is used to help fund services supporting victims of crime.
